On April 20, the Beijing Tianjin Hebei Conference on Promoting the Use of Intellectual Property Rights and the Beijing Invention Patent Award Presentation Conference were held. At the meeting, the Alliance of Beijing-Tianjin-Hebei Research Institute Intellectual Property Application(BTHIP) and the Alliance of Beijing Tianjin Hebei Universities Intellectual Property Rights were officially established. Kang Yi, vice mayor of Tianjin, and Xia Yanjun, vice governor of Hebei Province, delivered speeches for the establishment of the alliances through video. Zhao Gang, member of the Leading Party Members’ Group and deputy director general of the State Intellectual Property Office, Zhang Jinsong, deputy secretary general of Beijing Municipal People's Government, and Yang Dongqi, director general of Beijing Intellectual Property Office delivered speeches. Zheng Huanmin, president of BJAST gave the speech on behalf of BJAST.

Zheng Huanmin introduced the BJAST’s collaborative innovation situation of in Beijing-Tianjin-Hebei, and said that as the initiator of the alliance, the BJAST will work with scientific research institutes and other institutions of Beijing-Tianjin-Hebei to build a platform for sharing intellectual property resources of Beijing-Tianjin-Hebei Research Institute Intellectual Property, so as to realize the interconnection of scientific and technological innovation achievements with intellectual property as the carrier, and serve the construction of "two zones" and international scientific and technological innovation center to promote the coordinated development of Beijing, Tianjin and Hebei.

The establishment of the Alliance of Beijing-Tianjin-Hebei Research Institute Intellectual Property Application(BTHIP) is the task and project list of undertaken by the BJAST for the construction of the Beijing International Science and Technology Innovation Center in 2021. It is also an important measure of BJAST to assist the coordinated development of Beijing-Tianjin-Hebei and serve the construction of international science and technology innovation center.
